GUIDELINES FOR THE FORMULATION OF THE
MEDIUM-TERM PHILIPPINE DEVELOPMENT PLAN AND
MEDIUM-TERM PUBLIC INVESTMENT PROGRAM, 2010-2016

The following guidelines are issued for the formulation the Medium-Term
Philippine Development Plan (MTPDP), Medium Term Public Investment Program
(MTPIP) and the Medium-Term Regional Development Plans (MTRDPs) and the
Medium-Term Regional investment Programs (MTRIPs) for the period 2010-2016.
The MTPDP and MTRDPs will be completed by end-December 2010 and the
MTPIP and the MTRIPs will be completed by end-June 2011.
I.

The National Development Agenda

The MTPDP and MTPIP will focus on translating the President’s development agenda as contained in his “Social Contract with the Filipino People” into strategies, policies, programs and activities for the period 2010-2016. The Social Contract envisions “a country with an organized and widely shared rapid expansion of our economy through a government dedicated to honing and mobilizing our people’s skills and energies as well as the responsible harnessing of our natural resources”.
The attainment of the vision entails changes among each and every Filipino towards “doing the right things, giving value to excellence and integrity and rejecting mediocrity and dishonesty, and giving priority to others over ourselves.” The social contract specifies changes leading to the following:
A. Transparent and accountable governance
B. Upliftment and empowerment of the poor and vulnerable
C. Growing the economy through:
1. Public infrastructure development
2. Strategic public-private partnerships
3. Policy environment for greater governance
D. Creating a sustainable development for reform
1. Peace
2. Justice
3. Security
4. Integrity of natural resources
In translating the intended changes of the social contract, the plan formulation shall focus on the following approaches:
A. Attain a high and sustained economic growth;
B. provide equal access to development

    Our country has great potential for mining developments. It was also mentioned by Dr. Habito that mining has contributed significant economic growth for the country. I am working in a mineral exploration company, and I have witness the mining investments flourished when the government made structural changes to the mining laws. More mineral exploration companies opened acquiring mining tenements and pouring in million of investments. Mining camps are still attacked by these belligerents/insurgents groups to threaten the mining companies to fulfill their wishes. The LGU’s of the particular community were not given full force to set directives in dealing with insurgencies. The local military always heed for directives from the national military to propagate security but then incidents have been done. As the same example mentioned by Dr. Habito, on over centralized agrarian policy, that the national government disposed fertilizers to national agrarian in belief that it was good for all farm lands of the country. But then some farmers on respective provinces don’t find this disposition as effective as the use of the Carabaos to mow and cultivate their farms. He pointed out there is a need to give stronger roles for LGU to direct the concerns of the local community. LGU’s knows more what is better for their community.…
