Assignment #1: Project Procurement Processes
Introduction
According to the Project Management Body of Knowledge (PMBOK) there are four phases in the project procurement process. The PMBOK Guide (Project Management Institute, 2008) defines these as Plan Procurements, Conduct Procurements, Administer Procurements, and Close Procurements. (p. 313) This paper will show my understanding of those project phases and how I have applied them in my personal experience managing government conferences.
Plan Procurements
The PMBOK Guide (Project Management Institute, 2008) states that “Plan Procurements is the process of documenting project purchasing decisions, specifying the approach, and identifying potential sellers.” Inputs include a baseline of the scope, documentation of the requirements, teaming agreements, a risk register, contract decisions related to risk, requirements for activity resources, the project schedule, estimates for activity costs, a baseline of cost performance, enterprise environmental factors, and the organizational process assets. These inputs will result in outputs including the procurement management plan, the statement of work for the procurement, make or buy decisions, procurement documents, criteria used for source selection, and, if necessary, change requests. (p. 55) Plan Procurements (Project Management Institute, 2008) is also where decisions are made on outside support including what kind of support will be required, the levels of outside support that are needed, how and when the support should be acquired.

    This is the step where the buyer decides whether or not to procure a part of the project. Using a project scope and project management plan, the buyer would conclude to outsource after doing a make-or-buy analysis or using expert judgment. If procurement is a result of that analysis, a procurement management plan is created. Plan Contracting: Once a procurement management plan has been created, the plan is used to prepare the necessary documents needed to solicit bidders. A contract statement of work is created and updated, a request for proposal is written, and evaluation criteria are determined. The buyer is still in planning mode. Sellers are selected using various tools and techniques, including weighted systems, screening processes, seller rating systems, and expert judgment.     It could range from a small amount of supplies to hiring someone to complete the entire project for you. Most organizations have guidelines/policies for making purchases and you will need to comply with those policies. The procurement management plan will be used by the project team as a guide for making purchases or entering into contracts. Some purchases are easy – you need some supplies so you go to your authorized vendor and get them without any bidding processes. Other purchases require much more effort. One major mistake I have seen often when making these larger acquisitions is a failure to specify exactly what is needed. Be it the acquisition of a piece of construction equipment to hiring a consultant to do an information systems project, specifying exactly what is needed is a key component to actually getting what you want. Simply, if you don’t know what it is you need, how do you know when you have it? For example, if you wanted to buy a new cell phone you would most likely think about what you would want it to do before you went to the cell phone dealer. You might say to yourself, “What do I want to do with my cell phone?” Then you may make a list – I want to make calls, I want to take picture, I want to be able to send the pictures to my friends, I want to text message, I want to access the Internet, and so on.
